Brookfield Asset Management has successfully raised $2 billion for its dedicated Middle East investment platform, reaching a milestone close for a fund anchored by Saudi Arabia’s Public Investment Fund and reinforcing the Canadian asset manager’s growing footprint in the Gulf region.
From MoU to Fully Raised Fund
The fund, known as Brookfield Middle East Partners, traces its origins back to October 2024, when Brookfield and PIF signed a non-binding memorandum of understanding at the Future Investment Initiative summit in Riyadh. Under that agreement, PIF committed to serve as a strategic anchor investor for the new platform, which was designed to target buyouts, structured solutions, and other investment opportunities across sectors including industrials, business and consumer services, technology, and healthcare.
Having now reached its full $2 billion target, the fund represents one of the most significant dedicated Middle East private equity vehicles launched by a major global asset manager in recent years, and underscores the growing appetite among Wall Street and Bay Street firms alike to deepen their presence in the region’s fast-evolving investment landscape.
Heavy Focus on Saudi Arabia
Consistent with the original structure agreed with PIF, at least half of the fund’s capital is earmarked for investments within Saudi Arabia itself, as well as for international companies seeking to expand into the local market. The arrangement is explicitly designed to help attract foreign direct investment into the kingdom, aligning with the broader goals of PIF’s economic diversification strategy under Crown Prince Mohammed bin Salman’s Vision 2030 program.
PIF, which manages hundreds of billions of dollars in assets and has played a central role in reshaping Saudi Arabia’s economy away from oil dependency, has increasingly turned to strategic partnerships with global asset managers as a way to bring in outside capital, expertise, and knowledge transfer. The Brookfield tie-up follows a broader pattern of similar arrangements PIF has struck with other major firms, including a multibillion-dollar partnership with BlackRock aimed at driving local investment activity.
Brookfield’s Deepening Regional Presence
Brookfield, which oversees roughly $1 trillion in assets across more than 30 countries, has been active in the Middle East since 1997 and has directly invested in the region since 2015, building a portfolio of more than $12 billion in managed assets spanning private equity, real estate, and infrastructure. The firm has a substantial presence in Dubai through ICD Brookfield Place, a major commercial and retail property in the Dubai International Financial Centre, and has continued to expand its Riyadh office as part of its commitment to the Saudi market.
As part of the broader partnership with PIF, Brookfield also agreed to make its internal training program, Brookfield Academy, available locally — an effort aimed at supporting knowledge-sharing and talent development within Saudi Arabia’s investment community, in line with PIF’s stated goals of building domestic investment capabilities.
A Broader Wave of Regional Fundraising
Brookfield’s success in fully raising its Middle East fund comes amid a broader wave of global asset managers launching or expanding region-specific investment vehicles targeting the Gulf. Firms including Goldman Sachs have reportedly been developing similar Middle East-focused funds, reflecting growing international confidence in the region’s private equity market, which analysts at McKinsey have projected could grow at a compound annual rate approaching double digits through the end of the decade.
What It Means Going Forward
With its fundraising target now met, Brookfield Middle East Partners is positioned to begin deploying capital more aggressively across its target sectors, potentially accelerating deal activity in Saudi Arabia and the wider Gulf region. For PIF, the fully-subscribed fund represents another tangible step toward its broader ambition of positioning Saudi Arabia as a global hub for private capital, talent, and cross-border investment partnerships in the years ahead.
