EU Unveils €10 Billion Public Funding Plan to Build Next-Generation AI Data Centers

European Union Launches Massive Infrastructure Program to Boost AI Computing Power and Reduce Dependence on Foreign Technology

The European Union has announced a €10 billion ($11.4 billion) public investment program to support the construction of seven large-scale artificial intelligence data centers, or “AI gigafactories,” as part of its strategy to strengthen Europe’s position in the global AI race. The initiative is designed to expand the continent’s computing capacity, attract private investment, and reduce reliance on foreign technology providers, particularly those based in the United States and China.

The European Commission said the public funding is expected to mobilize an additional €20 billion in private investment, creating one of the largest AI infrastructure programs ever launched in Europe. Together, the public and private commitments aim to accelerate AI research, support European startups, and provide businesses with access to advanced computing resources.

Seven AI Gigafactories Planned

Under the new initiative, the EU will finance the development of seven AI gigafactories across member states.

Each facility is expected to include:

  • At least 100,000 advanced AI chips.
  • High-performance computing infrastructure.
  • Large-scale data storage.
  • Energy-efficient cooling systems.
  • Secure cloud computing services.

According to the European Commission, these centers will offer computing power roughly four times greater than existing European AI facilities.

Closing the AI Gap

European leaders acknowledge that the region currently trails the United States and China in AI infrastructure.

Key challenges include:

  • Limited access to advanced AI chips.
  • Smaller cloud computing capacity.
  • Lower levels of AI investment.
  • Higher energy costs.
  • Heavy dependence on foreign cloud providers.

The new funding program is intended to strengthen Europe’s technological sovereignty while ensuring AI development remains within the region.

Attracting Private Investment

The Commission expects the €10 billion public commitment to encourage major institutional investors and technology companies to finance additional AI infrastructure.

Private capital is expected to support:

  • Construction of new facilities.
  • Expansion of computing capacity.
  • Development of AI software ecosystems.
  • Advanced semiconductor deployment.

Officials believe combining public funding with private investment will accelerate Europe’s AI competitiveness.

Supporting European Innovation

The new AI infrastructure will provide computing resources for:

  • Universities.
  • Research institutions.
  • AI startups.
  • Technology companies.
  • Industrial manufacturers.

Access to high-performance computing has become increasingly important as AI models require enormous processing power for both training and deployment.

Ethical AI Remains a Priority

The European Commission emphasized that AI systems developed using the new infrastructure must comply with existing European standards covering:

  • Data privacy.
  • Security.
  • Transparency.
  • Ethical AI development.
  • Consumer protection.

Officials said the investment combines technological competitiveness with Europe’s long-standing commitment to responsible AI governance.

Infrastructure Demand Continues Growing

The announcement comes as demand for AI data centers continues accelerating worldwide.

Major technology companies are investing hundreds of billions of dollars in:

  • AI cloud infrastructure.
  • Semiconductor capacity.
  • High-performance computing.
  • Large-scale data centers.

The EU hopes its investment program will ensure European companies can compete more effectively in this rapidly expanding sector.

Looking Ahead

The European Union’s €10 billion AI infrastructure initiative represents one of the region’s most ambitious technology investments to date. By funding seven AI gigafactories and encouraging billions more in private investment, European policymakers hope to create the computing capacity needed to support next-generation artificial intelligence research, commercial innovation, and digital competitiveness.

If successfully implemented, the program could significantly strengthen Europe’s AI ecosystem while reducing dependence on overseas cloud providers and semiconductor infrastructure.
