Turkey Says Carbon Markets to Take Rightful Place at COP31

Turkey has pledged to elevate carbon markets to a central place on the agenda when it hosts the United Nations’ COP31 climate summit in Antalya this November, positioning the launch of its own domestic emissions trading system as a centerpiece of its presidency.

A Summit Built Around Turkey’s Climate Pivot

Turkey is set to host the 31st UN Climate Change Conference from November 9 to 20, 2026, at the Antalya Expo Center, following a compromise reached with Australia during COP30 negotiations in Belém. Under that arrangement, Turkey will lead the summit’s overall organization and hold the COP presidency, while Australia’s delegate will chair the formal negotiations, a novel power-sharing structure that emerged after a prolonged standoff between the two countries over hosting rights.

The timing carries particular significance for Turkey, as the country’s presidency will coincide directly with the launch of its national Emissions Trading System, which follows a climate law passed in 2025 and is set to begin its pilot phase this year. Heavy-emitting sectors within Turkey will be required to obtain emission permits and participate in the new carbon market, with oversight handled by a newly established Climate Change Directorate and Carbon Market Board.

Turkey’s Broader Climate and Economic Strategy

Turkish officials have framed the country’s push into carbon markets as a matter of economic pragmatism rather than pure environmental idealism. According to officials involved in the country’s carbon market development, Turkey has been building toward this moment for several years, working closely with financial institutions to establish what would become the country’s first dedicated Carbon Markets Fund, aimed at channeling corporate capital toward domestic decarbonization projects.

That strategy has unfolded against the backdrop of Turkey’s broader alignment with European Union climate policy, including the EU’s Carbon Border Adjustment Mechanism, which took effect January 1, 2026, and has added fresh urgency for Turkish exporters to demonstrate credible emissions reduction efforts in order to remain competitive in European markets. Analysts have described Turkey’s evolving position as a shift from being viewed as a climate policy “outlier” to becoming a potential broker between developed nations and the wider global majority in international climate negotiations, given the country’s position straddling both categories under existing UN frameworks.

A Diplomatic Win Turkey Has Sought Before

Securing the COP31 presidency represents a significant diplomatic achievement for Turkish President Recep Tayyip Erdogan, who had previously pursued and lost a bid to host COP26 to the United Kingdom’s candidate city of Glasgow. Turkish officials have indicated that hosting major geopolitical events like COP31 serves broader ambitions to build international legitimacy and establish Turkey as a global leader on issues extending well beyond climate policy specifically.

What the Summit Will Address

COP31 is expected to bring together representatives from nearly 200 countries, along with development banks, private sector delegations, and civil society groups, to address a wide range of climate finance and policy issues, including investment standards, carbon market regulations, and the broader macroeconomic implications of the global transition to a low-carbon economy. Turkey has structured the event with the main conference taking place in Antalya, while a separate leaders’ summit is planned for Istanbul, reinforcing the country’s ambitions to position itself as a regional hub for climate and sustainable finance more broadly.

Why Carbon Markets Are Central to Turkey’s Pitch

Activating Turkey’s emissions trading system before the summit begins is widely viewed as a deliberate signal intended to reinforce the country’s credibility on the very issue it hopes to champion during its presidency. By demonstrating a functioning domestic carbon market ahead of hosting international negotiations on the topic, Turkish officials aim to lend practical weight to their broader push for carbon markets to receive greater prominence within the global climate negotiation framework, rather than remaining a secondary issue overshadowed by broader emissions targets and climate finance debates.

What Comes Next

With applications for COP31 partnerships and side events open through mid-August, and the summit itself still several months away, Turkey’s efforts to position carbon markets at the center of the November agenda will likely continue building momentum in the coming weeks. Whether Turkey’s dual role as both a national emissions trading pioneer and host of the world’s most significant annual climate negotiations translates into meaningful progress on global carbon market rules will become clearer once COP31 formally convenes in Antalya this November.
