Houston Primary Tests Generational Shift in Texas

In a historic turning point for Houston politics, Christian Menefee won the special election runoff for Texas’ 18th Congressional District on January 31, 2026, defeating former City Council member Amanda Edwards with roughly 68% of the vote.

The victory ends a 332-day vacancy following the death of Rep. Sylvester Turner in March 2025. Menefee, the former Harris County Attorney, is set to be sworn in today, February 2, 2026, narrowing the Republican majority in the U.S. House to 218–214. However, his tenure begins with a unique challenge: he must immediately pivot to a high-stakes March 3 primary to keep the seat for a full term.

The Primary Battle: New Energy vs. Seniority

The upcoming Democratic primary on March 3 is being viewed as a “battleground” for the soul of the 18th District, fueled by redistricting and a clash of political generations.

  • The Redistricting Twist: Longtime Congressman Al Green (D), who currently represents the 9th District, has moved his residency into the redrawn 18th District. He is running in the March primary, setting up a rare “incumbent vs. incumbent” style showdown against Menefee.

  • Generational Divide: At 37, Menefee represents a “new era” of progressive leadership, while Al Green, 78, brings two decades of congressional seniority and established influence in Washington.

  • The Field: The primary isn’t just a two-way race. Voters will choose from four main candidates:

    • Christian Menefee: The newly elected incumbent focusing on civil rights and healthcare.

    • Al Green: The veteran lawmaker emphasizing seniority and legislative continuity.

    • Amanda Edwards: Seeking a comeback by focusing on municipal infrastructure and disaster recovery.

    • Gretchen Brown: A community-focused challenger.

The Historic Context: Houston’s 18th District

The 18th District is one of the most storied Black-majority seats in America, previously held by icons like Barbara Jordan, Mickey Leland, and Sheila Jackson Lee.
