South Africa’s Digital Gap Endangers Kids

South Africa’s children are growing up in a digital age where their rights to privacy, safety, and education are increasingly at risk, as highlighted by Dr. Bridget J Machaka in Weekend Argus on August 2, 2025. With over 590 million Africans online, including a third of internet users being children, South Africa’s legal framework struggles to keep pace. The Protection of Personal Information Act (POPIA) offers some data protections but lacks child-specific measures, leaving schools and platforms free to collect biometric data like fingerprints and facial recognition without robust consent, per Media Monitoring Africa. The absence of a national cyber-safety policy exacerbates risks like cyberbullying, sextortion, and data monetization, with 70% of South African children using social media.  

The UN’s General Comment No. 25 (2021) and the African Charter emphasize that children’s rights apply online, yet South Africa’s Children’s Act and POPIA fall short in enforcement. Online school admission portals in Gauteng and Western Cape exclude vulnerable children without identity documents, per SECTION27, violating rights upheld in the 2021 Equal Education case. The Cybercrimes Act criminalizes some online harms but lacks proactive measures, and schools remain untrained in cyber-safety. Proposed solutions include mandatory child rights impact assessments, stronger POPIA enforcement, and digital literacy in curricula, per Machaka. This quiet digital blind spot risks deepening inequality, but a child-centered approach could unlock safe, empowering tech access for South Africa’s youth.
