London and Dubai Wealth Volatility Drive Turkey’s Plan to Attract the Rich

Turkey is positioning itself as an emerging safe haven for global wealth, unveiling a sweeping new tax exemption aimed at high-net-worth individuals just as two of the world’s most established wealth hubs, London and Dubai, face mounting pressure from tax changes and regional security concerns respectively.

A New 20-Year Tax Exemption

At the center of Turkey’s pitch is a proposed reform that would exempt qualifying new residents from Turkish tax on foreign-source income for up to 20 years, with no annual charge required to maintain that status. The measure is specifically targeted at individuals who have lived abroad and have not previously been Turkish tax residents, positioning the country to compete directly for the kind of internationally mobile wealth that has traditionally gravitated toward destinations like Portugal, Italy, and Dubai. The proposal builds on Turkey’s existing Citizenship by Investment program, which already offers a path to citizenship through a minimum $400,000 property purchase, giving the country a combined residency-and-tax offering aimed squarely at high-net-worth families and internationally mobile investors.

Why Dubai’s Shine Has Dimmed

Much of the wealth now considering alternatives has traditionally called Dubai home. For more than a decade, the emirate built its appeal around a simple proposition: zero tax, a luxury lifestyle, and a sense of physical safety wealthy residents could take largely for granted. That third pillar came under direct strain when the Iran war began in late February, and Iranian retaliation reached Gulf states hosting U.S. forces, including a reported strike that sent smoke over Dubai’s Jebel Ali port in early March. Middle East Institute researcher Karen Young has noted that Dubai had not previously been a direct target of this kind of regional conflict, a shift that has begun reshaping how some wealthy residents think about concentration risk.

Despite that disruption, Dubai’s wealth boom has continued in aggregate, with nearly 10,000 millionaires relocating to the UAE last year, bringing an estimated $63 billion in wealth with them, according to Henley & Partners data. Dubai’s millionaire population has roughly doubled since 2014 to more than 81,000, and the Dubai International Financial Centre remains home to roughly 120 family offices managing close to $1.2 trillion combined. Even so, sophisticated investors increasingly describe thinking in layers, treating Dubai as one base among several rather than a single, all-encompassing home for their wealth and business interests.

London’s Separate Set of Pressures

London’s wealthy residents face a different set of challenges, driven primarily by rising taxation rather than security concerns. The UK’s tax environment has grown notably less hospitable to high earners and international wealth in recent years, prompting a broader reassessment among affluent individuals of where to base themselves and their assets. That dynamic has fed into the same broader trend drawing attention to Turkey’s new offer, as wealthy individuals increasingly evaluate jurisdictions based on tax treatment rather than defaulting to traditional financial centers purely out of habit or historical convenience.

Turkey’s Pitch as a Diversification Play

Wealth advisers increasingly frame Turkey not as a replacement for Dubai or London, but as a complementary second base that allows investors to diversify country-level exposure rather than concentrating everything in a single jurisdiction. Turkey’s relative insulation from the direct fighting of the Iran war, protected in part by NATO air defenses despite its regional proximity, has added to that appeal, offering a degree of stability that has become more valuable to wealthy families following this year’s disruptions in the Gulf. For crypto investors and family offices alike, the pitch centers on practical benefits: foreign-income protection, inheritance planning advantages, a citizenship pathway tied to real estate, and a genuine second jurisdiction outside the concentration of any single financial hub.

A Broader Global Competition for Mobile Wealth

Turkey’s move reflects a wider trend among governments competing directly for internationally mobile capital rather than relying solely on corporate tax incentives or lifestyle appeal alone. Portugal, Italy, Dubai, and Greece have all built reputations around specific advantages for wealthy migrants in recent years, and Turkey’s 20-year exemption represents one of the more aggressive recent entries into that competition, explicitly designed to capture wealth that might otherwise default toward those more established destinations.

What Comes Next

Whether Turkey’s tax exemption proposal delivers the scale of wealth migration its supporters anticipate remains to be seen, particularly given the country’s own history of currency volatility and political uncertainty, factors that have previously kept it out of serious consideration for many global wealth planners. Still, with Dubai facing renewed questions about regional security and London contending with rising tax pressure, Turkey’s timing appears deliberately calculated to capture at least a share of wealth actively searching for new options in an increasingly unsettled global environment.
