Fast-fashion giant is said to be sounding out institutional investors as it prepares for a long-awaited Hong Kong stock market debut following years of regulatory hurdles.

Shein has reportedly begun gauging investor interest ahead of its planned initial public offering (IPO) in Hong Kong, marking another significant step in the company’s effort to go public after previous listing plans in the United States and the United Kingdom failed to materialize. According to people familiar with the matter, the retailer is holding early discussions with potential investors to assess market demand before formally launching the share sale.

The investor outreach comes as global equity markets recover and sentiment toward major IPOs improves. Shein is expected to use the feedback from these meetings to help determine the size, pricing, and valuation of the offering, although the final terms remain subject to market conditions and investor appetite.

IPO Marks Another Attempt to Go Public

Shein has spent the past several years pursuing a public listing while navigating regulatory reviews and geopolitical challenges. Earlier plans to list in New York faced political and regulatory scrutiny, while a subsequent effort to float shares in London also failed to move forward.

Hong Kong has now emerged as the company’s preferred listing venue after receiving support from Chinese regulators. The move is seen as a practical alternative that could provide access to international investors while avoiding some of the regulatory obstacles encountered in Western markets.

Valuation Expected Below Previous Peak

Market participants expect Shein’s valuation to be significantly lower than its peak private valuation achieved during the pandemic-era e-commerce boom. Recent reports suggest the company is targeting a valuation of around $30 billion to $40 billion, reflecting slower growth, higher operating costs, and increased regulatory scrutiny across several key markets.

The lower valuation also reflects changing investor expectations as rising tariffs, tougher competition, and higher compliance costs have weighed on the fast-fashion sector.

Investors Watching Growth Prospects

Despite the reduced valuation, Shein remains one of the world’s largest online fashion retailers, serving customers across more than 150 countries through its digital-first business model. Investors continue to monitor the company’s ability to maintain rapid sales growth while adapting to evolving trade rules and consumer demand.

The proceeds from the IPO are expected to support technology investments, supply chain improvements, international expansion, and broader corporate initiatives aimed at strengthening Shein’s long-term competitive position.

Regulatory Challenges Continue

While preparing for the listing, Shein continues to face investigations and regulatory scrutiny in several jurisdictions. Authorities in the United States and Europe have examined issues ranging from consumer protection and product standards to data privacy and business practices.

The company has also faced pressure from changes to international trade policies, including higher import costs in key markets. These developments have contributed to a more cautious outlook among some investors evaluating the upcoming IPO.

Hong Kong IPO Market Gains Momentum

Bankers and analysts believe strong institutional demand could encourage other large private companies to consider Hong Kong for future public offerings, particularly those facing regulatory uncertainty in Western markets.
