US President says proposed agreement links Hamas disarmament with a phased Israeli withdrawal and the establishment of a new Palestinian administration for Gaza.

US President Donald Trump has announced that a new framework aimed at ending the Gaza conflict would require Hamas to completely disarm before a new transitional Palestinian government can take control of the territory. According to Trump, the proposal also includes a phased withdrawal of Israeli forces and the creation of an internationally supported administration to oversee governance, security, and reconstruction in Gaza.

The announcement marks one of the most significant diplomatic proposals put forward since the conflict began, although major questions remain over whether all parties will accept the plan. While Trump described the agreement as a major step toward lasting peace, officials acknowledged that several political and security challenges must still be resolved before implementation can begin.

Disarmament Central to the Proposal

Under the proposed framework, Hamas and other armed groups would surrender their military capabilities through a phased process monitored by international observers. The plan reportedly calls for the dismantling of weapons stockpiles, military infrastructure, and tunnel networks before governance responsibilities are transferred to a newly established Palestinian administration.

Trump said the disarmament process is intended to provide long-term security guarantees while allowing Gaza to transition toward civilian governance. International stabilization forces and locally trained security personnel would oversee implementation during the transition period.

New Government Would Oversee Gaza

The proposal envisions the creation of a technocratic Palestinian administration responsible for managing public services, humanitarian aid, infrastructure rebuilding, and local governance after the security transition is completed.

Officials involved in the discussions say the new administration would operate independently of armed groups and work alongside international partners to restore essential services across Gaza. Reconstruction efforts would also be subject to financial oversight and international monitoring to ensure aid reaches civilian populations.

Israeli Withdrawal Linked to Security Progress

The framework reportedly ties Israel’s military withdrawal directly to progress made during the disarmament process. Israeli forces would leave Gaza gradually as security benchmarks are met and international monitors verify compliance with the agreement.

However, Israeli officials have not yet publicly confirmed full support for every aspect of the proposal. Reports suggest discussions are continuing over implementation timelines, security guarantees, and verification mechanisms before any final agreement can move forward.

Mediators Continue Diplomatic Efforts

Several regional countries, including Egypt, Qatar, and Turkey, have reportedly played important roles in facilitating negotiations between the parties. Their diplomatic efforts have focused on developing a framework capable of addressing both humanitarian concerns and long-term regional security.

Despite progress in negotiations, officials caution that sensitive political issues remain unresolved. Questions surrounding enforcement, governance, prisoner exchanges, and future security arrangements will require further discussions before the proposal can be fully implemented.

Challenges Remain on the Ground

Although the proposed agreement represents a potential breakthrough, fighting and humanitarian challenges continue across Gaza. Analysts note that reaching a political agreement is only one part of the process, with implementation likely requiring extensive international coordination and long-term monitoring.

Observers also warn that rebuilding Gaza’s infrastructure, restoring public services, and maintaining security will require substantial financial support and sustained diplomatic cooperation from regional and global partners.

Looking Ahead

Trump’s announcement introduces a new diplomatic framework that links Hamas’ disarmament with the creation of a transitional Palestinian government and the gradual withdrawal of Israeli forces from Gaza. While the proposal has generated cautious optimism among some observers, significant political and security obstacles remain before it can become a reality.

The coming weeks are expected to determine whether negotiations can produce a formal agreement acceptable to all sides. Until then, international mediators will continue working to bridge remaining differences while humanitarian concerns and regional security remain at the center of diplomatic efforts.
